Yabe Kenzo and the Public Safety Department uncover a gang of the terror group called ‘Wolf Brigade’ and at the same time forestall multiple, explosive terror attacks. However, they receive a call from ‘Red Wolf’, the leader of the ‘Wolf Brigade’, who threatens to detonate a new type of explosives if his associates are not released within 24 hours. And so, an investigation begins in order to prevent a destructive terror attack. Katsura Miharu, from the General Affairs Section, is also roped in and made to monitor the female proprietress of an established traditional Japanese inn, who is rumoured to be Red Wolf’s former lover. However, the fatal stabbing of a man occurs at the hot springs of the inn. Furthermore, the man has the tattoo of the ‘Wolf Brigade’
